The Jeffrey P. Ossen Family Foundation is a private family foundation established in Connecticut by Jeffrey P. Ossen to continue the family commitment to enhancing the quality of life in the Windham communities through grants to qualified charitable organizations.

In carrying out its mission, the Foundation considers a wide range of proposals within the following areas: cultural arts, education and healthcare. The Foundation encourages collaborative efforts and integrated, comprehensive proposals.


  • Every applicant must be designated by the Internal Revenue Service as a nonprofit under 501(c)(3) of the U.S. Tax Code, or must have an agreement with another 501(c)(3) organization which will serve as a fiscal agent for the applicant, should a grant be provided.
  • Unless invited to apply by the Foundation, applicants must provide services in the State of Connecticut, and primarily to individuals from the Windham area.


  • In general, no grants will be awarded to individuals; religious institutions (unless the program benefits the community at large); endowments; capital campaigns; political or lobbying activities; budget deficits; or retroactive funding.
  • Grants are not made to individuals
  • The Foundation prefers to support proposals for new initiatives, special projects, and expansion of current programs, though requests for routine expenses in established programs may be considered, particularly for essential services to those in need.
  • Overhead expenses may be considered for the person(s) directly facilitating the submitted project or program, typically for contracted specialists and program/project staff.
  • Funding for equipment or products may be considered, on a limited basis, when the equipment or product is a significant factor in the outcome of the program or project for which funds are being requested.
  • Funding commitments are made on a yearly basis. Generally, requests for multi-year funding will not be considered, unless the organization has been invited to do so.
  • Some requests, particularly ones that do not provide essential services to those with significant needs, may be a lower priority after two or more years of continuing funding.
  • Only one grant application may be submitted in any twelve-month period. Organizations receiving grants are required to complete a project result report at the completion of the period for which grant funds were awarded.

We also require a hard copy of the complete grant request, dated and signed by the Chief Executive Officer or the Chairman of the organization's Board of Directors.

Budget/Financial Information

Organizational and project budgets should include financial information for the most recently completed fiscal year, the current fiscal year, and projections for next fiscal year, aligned side by side.

Please attach the following items:

  • Project budget including anticipated income and projected expenditures.
    • Please list funding sources (foundations, corporations, others) for each fiscal year. Include the amount requested and the status of your request with each funder for the current year, and for the period of this request.
  • Organization’s annual operating budget.
  • Most recent audited financial statement or annual review.

  • The Board of Trustees meets semiannually to consider grant requests. Applications must be received by November 1 for consideration at the winter meeting and by April 1 for consideration at spring meeting.
  • In fairness to all applicants, proposals that are not received or postmarked on or before the due date will not be considered.
  • Applications from organizations that have an outstanding report due on a prior year’s grant will not be considered.
  • An Award Letter and a Terms & Conditions Agreement will be mailed to qualifying organizations within 3 months after the application due date.
  • Applicants are welcomed and encouraged to discuss their proposal with the Foundation's staff either by telephone or in person.  If you wish to do so, please contact the Foundation well In advance of the due date.
  • Upon receipt of the completed proposal, staff may request additional information or schedule a site visit. Board Trustees or Advisors should not be contacted directly.
